Amazon’s €16 billion German plan goes well beyond data centers

Amazon says it will invest more than €16 billion in Germany next year, across AWS data centers, its Leo satellite program, Prime Video productions and a Berlin robotics lab.

Amazon plans to invest more than €16 billion in Germany next year, the company said at the Invest in Germany Summit in Berlin. Bloomberg reported the figure as $17.9 billion, covering data centers, a satellite program and Prime Video productions.

Where the money is meant to go

According to Bloomberg and Techmeme’s summary of its report, the 2027 spending covers AWS cloud and AI data centers, the Leo satellite program, Prime Video media production and a robotics lab in Berlin. Amazon’s own announcement also lists logistics sites among the targets.

The pledge is a single headline number for a mixed list. Cloud capacity, satellite internet, film and television, and warehouse automation are very different businesses, and the sources seen so far do not break the total down by project. For readers who follow AI infrastructure, the part to watch is the data center share, since that is where compute for AI services is added.

A sovereignty question behind the spending

German and European customers have pressed for cloud services that keep data and operations under local control. Amazon says its AWS European Sovereign Cloud in Germany is already live, so new capacity in the country would add to an offer that exists today rather than announce a new one.

The political setting also stands out. Amazon says Chancellor Friedrich Merz attended the Berlin summit, and the company framed the investment as a vote of confidence in Germany as a location for technology and media work. That framing is Amazon’s own and is not an independent assessment.

Putting satellites and robotics in the same package as cloud is a signal about how the company sees its European footprint: as infrastructure that spans connectivity, compute and physical automation, not only servers. Whether regulators and customers see it the same way will depend on details that are not yet public.

What the reports leave unanswered

Several basics are still missing from what has been published:

  • how the total is split between AWS, Leo, Prime Video, robotics and logistics;
  • how much of it is new money and how much was already planned;
  • where the new data center capacity will be built;
  • how the company counts the figure, including whether it covers capital spending only.

The word used by Amazon is a plan, and the number applies to one year. Until the company publishes a breakdown, the €16 billion is best read as an upper-level commitment rather than a schedule of projects. Reuters also reported the pledge under the headline that Amazon will invest over €16 billion in Germany next year, which matches the figure above.

For comparison, the pace of AI spending elsewhere is rising fast. Our recent report on Tenstorrent’s funding round shows investors pouring capital into AI chips, while Amazon’s Germany plan is mostly about building and running capacity directly. Reuters separately reported this week that 3M expanded its Amazon data center partnership, another sign of how much supplier activity follows these buildouts.
